Information on the protection of your personal data

  3. What categories of personal data do we handle?
    The EU COUNCIL app uses the following personal data: your login name, first and last name, email address, community subscriptions and community memberships, as contained in your DELEGATES PORTAL account (see point 8).
  4. For what purpose are we handling your personal data?
    Any personal data in the EU COUNCIL app only serves to personalise what you see in the app, such as favourite meetings, language settings etc.
  5. Which is the legal basis for the collection of your personal data?
    The handling of your personal data is necessary for the performance of a task carried out in the public interest on the basis of the Treaties establishing the European Union or other legal instruments adopted on the basis thereof or in the legitimate exercise of official authority vested in the European Union institution (Article 5 points (a) and (d) of Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000).
  6. If the legal basis is consent, you can withdraw it
    By entering the EU COUNCIL app, you will be asked to read the privacy statement and give your consent to the use of personal data from through ticking a box. If you wish to withdraw your consent, you can either log out, stop using the app or remove it from your device. Note that you can always contact your local DELEGATES PORTAL administrator to get your account removed. The EU COUNCIL app is using some third party services that require your consent. First, you download the app from the mainstream app stores of Apple and Google and then you will be asked to agree on their privacy policy. The EU COUNCIL app is also sending push notifications. When using the app for the first time, you will be asked whether you want to allow this. If you wish to disable this function, you can do so within the settings menu of your device.. For the display of maps, you will be asked whether you want to enable localisation services for this app. This will allow you to see your position when consulting floor maps. If you wish to disable this function, you can do so within the settings menu of your device.
  7. If the legal basis is a contract, are you obliged to provide us with your personal data and what are the consequences of not doing it?

  8. If we didn't receive the personal data directly from you for this purpose, how did we obtain it?
    The EU COUNCIL app is not collecting itself any personal data. However, in case you are connecting as a delegate using your DELEGATES PORTAL account, the app uses some personal data from that account (as indicated in point 3) If you wish to review and/or change your personal data on DELEGATES PORTAL, please logon onto https://delegates.consilum.europa.eu to do so.
  9. Who will have access to your personal data?
    In the DELEGATES PORTAL, your personal data can be consulted by yourself, the support team within the General Secretariat of the Council of the European Union (composed of helpline operators and system administrators) and the local administrator of the organisation you are working for. In all other cases, nobody can see any of your personal data. The EU COUNCIL app allows you to set some personal preferences, but this information remains on your mobile device and is not sent to us or anywhere else. See point 10, second paragraph.
  10. Will your personal data be transferred to a third country or international organisation? If so, are there appropriate safeguards in place and which are these?
    Data stored at the General Secretariat of the Council of the European Union will not be transferred to a third country. DELEGATES PORTAL account information is stored on our infrastructure. The General Secretariat of the Council of the European Union provides appropriate technical and organisational security measures to protect your data against loss, destruction or damage.
    Please note that third party services are being used while using the EU COUNCIL app. The app is distributed via the mainstream app stores from Apple and Google. Any use of personal data by these platform falls under the sole responsibility of these platforms and cannot be controlled by the General Secretariat of the Council of the European Union.   11. For how long will we keep your personal data?
    On the DELEGATES PORTAL system, your personal information is erased two years after the year in which your account was de-activated or has expired.
  12. Does the handling of your personal data involve automated decision-making, including profiling? What are the consequences for you?

  13. What are your rights(**) and how can you exercise them?
    You have the right to request access to your personal data, to ask for its rectification or its erasure. Under certain circumstances, you may have the right to ask for the restriction of the handling of your personal data, the right to object to it or the right to data portability. You can exercise these rights by sending an e-mail to the responsible for the handling of your personal data (see point 1) with a copy to the Data Protection Officer (point 2).
